In a resolution unanimously adopted by the borough council, the council is calling on Bucks County and the Pennsylvania Department of Environmental Protection to consider the danger this proposed hazardous waste treatment facility poses to residents of this borough and the surrounding areas. Israeli-based Elcon Recycling Services, Inc., is applying to the state Department of Environmental Protection for permits to build and operate a 70,000 square foot hazardous liquid waste recycling center on 32 acres at the Keystone Industrial Port Complex, the site which once housed the U.S. Steel Fairless Works. The $30-million facility would recycle industrial solid liquid waste from area pharmaceutical and chemical plants, as well as waste from the petrochemical and semiconductor industries. Currently these plants ship waste to facilities in Ohio, Michigan, Texas and Arkansas for treatment and disposal, with trucks passing through the area, mostly click this over here now along I-95. According to Elcon, between 150,000 to 175,000 tons of hazardous waste would be processed each year at the facility using thermal oxidation which heats liquids to a gaseous state, leaving behind mineral salts, heavy metals and sludge. In its resolution, the council voices concern over the facilitys location within a half mile from the Delaware River, the primarily source of drinking water for the region; the potential for air pollutants that can travel for miles; the transportation of hazardous waste on area highways and roads through local communities; and the potential use of rail lines in the future to transport the materials. Elcon has proposed to process up to 210,000 tons per year of hazardous and residual industrial wastes, as many as 596 of the 604 hazardous wastes on the federal list, including mercury, cadmium, lead and phosgene, reads the resolution. In addition it says that 17 to 25 daily truckloads of hazardous waste will be transported from area highways and PA state roads, through local communities, to the facility (and an equal number of empty trucks will leave from there) and Pennsylvania ranks fifth in hazardous chemical waste spills from transportation accidents; and increased truck traffic is generally undesirable. The resolution continues, Elcon admits to the Pennsylvania Department of Environmental Protection (in its phase one application general information form) that the hazardous waste treatment facility will produce polluting air emissions, though unfortunately Elcon does not declare all types and amounts of emissions when requested to do so in that form. In the resolution, the borough cites the Philadelphia Water Departments Early Warning System Tidal Spill Model, which characterizes an accidental spill of hazardous waste from the proposed plant as catastrophic for the city and the region. The proposed facility would be built on land that is located within a half mile of the Delaware River that is hydrologically connected to the river through wetland and stream systems. It also cites the Pennsylvania Constitution, which reads, The people have a right to clean air, pure water and to the preservation of the natural, scenic, historic and esthetic values of the environment. Pennsylvanias public natural resources are common property of all the people, including generations yet to come.
